The FAR is the principal source of contracting guidance within the Federal government and has been in place since April 1, 1984. The FAR is an overarching set of regulations that create uniform policies for Government contracts and acquisitions, but there are also many smaller sets of enforcing and supplemental regulations established for individual agencies. The Federal Acquisition Regulation (FAR) governs the procurement of goods and services for nearly all federal agencies. After completing this course you will understand the basic laws governing the Federal government acquisition  process.  

Socio-economic Programs (0042)

Socio economic programs are designed to benefit particular group.  They represent multitude of programs interests and objectives unrelated to procurement objectives. Standard of conduct (0043)

Government business shall be conducted in a manner above reproach and, except as authorized by statute or regulation, with complete impartiality and with preferential treatment for none. Transactions relating to the expenditure of public funds require the highest degree of public trust and an impeccable standard of conduct. The general rule is to avoid strictly any conflict of interest or even the appearance of a conflict of interest in Government-contractor relationship.

Contract financing is the way to obtain the funds, necessary for performing the contract, including payment methods, loan guarntees, advance payments, progress payments, and contract funding. The advantages of contract financing include increasing competition, assisting small business, reducing contractor risk and expediting performance. Effective Writing for Acquisition (0047)

Acquisition personnel shall document the acquisition plan with findings that detail the particular facts and circumstances, (e.g., complexity of the requirements, uncertain duration of the work, contractor's technical capability and financial responsibility, or adequacy of the contractor's accounting system) etc. New government regulations require federal documents to be written in a clear, concise, “plain language” style. Throughout the acquisition cycle, acquisition and program management professionals need to keep the attention of the project stakeholders, and clearly communicate requirements, risks, problems, outcomes, and more.

This module aims to provide participants with both the government and industry perspective regarding key acquisition and contracting skills needed in the profession.

Not only do acquisition and contracting specialists need a foundational understanding of Federal contracting policies and procedures, but they must also be adept at navigating and applying FAR regulations and guidance. This course focuses on contract formation and management principles, as well as regulatory fundamentals and their application throughout the acquisition process. You will be immersed in the FAR as you address realistic, scenario-based contracting problems and will emerge with the knowledge and ability to execute the entire contract lifecycle — from acquisition planning to contract initiation through contract closeout, and everything in between.

Contract administration is comprised of planning, performance monitoring, quality assurance, and other key phases. It poses challenges such as: How do you handle a contract modification? What kind of oversight does a subcontractor require? You will examine the duties performed by contracting personnel during the administration phase of the acquisition process and improve your knowledge and skills in overseeing contractor performance. Performance-based Service Acquisition (PBA) means an acquisition structured around the results to be achieved as opposed to the manner by which the work is to be performed.

The purpose of this workshop is to help professionals learn how to develop and deliver high-impact presentations. It covers the skills necessary to effectively design, develop, and deliver different types of briefings and presentations.

It consists of an overview of how to deliver a winning presentation, including how to use a variety of communication styles, how to use compelling audio-visual aids effectively to engage an audience, and industry best practices. It also presents the most common mistakes presenters make, strategies for addressing anxiety about public speaking, and strategies for engaging audiences.
